Substantially increase offerings of whole grain-rich foods;

Study after study has shown that grains are bad for you. They spike your blood sugar, cause oxidative stress to your arteries and promote tooth decay. Grains are also very high in lectins, which can inhibit your ability to absorb nutrition from your food. Yes, whole grains are somewhat better for you than white bread, but that's like saying "it's better to be hit by a motorcyclist than a Mac Truck, so we should make sure our kids get hit by a motorcyclist every day."

Increase the focus on reducing the amounts of saturated fat, trans fats and sodium.

I definitely agree with decreasing the trans fats, but saturated fats? Humans evolved to eat saturated fats in much higher concentrations than what we consume today. The brain is about 50% fat and cholesterol. So we are going to cut the necessary building blocks for kids brain, while they are growing?

This is why the government shouldn't be involved in telling us what to do. They want us to feed our kids sugar mixed with natural pesticides (whole grain bread) and then they want to stunt our kid's brain growth by denying their bodies the saturated fats they need. All of this is well intentioned of course, but to paraphrase the old saying "Good intentions pave the road to obesity and ADHD".
