IMO, candidate GWB was different than President GWB. Quite populist and appealed to middle America. It was during the presidency that he effectively became a useful idiot/puppet for the War Department. He was like President Emmett from the novel "The Plot".

Well, all candidates try to appeal to the widest possible number of people. I just meant that from what I have read (which is not every single thing that has ever been written about him), he was very carefully groomed for the presidency starting even BEFORE he became governor of Texas. The whole course of action was planned out ahead of time, because people like Darth Cheney knew they could manipulate him. GW doesn't agree with this, by the way.

I missed where someone referred to the VA Health System as an entitlement; I agree with you that it certainly isn't. As for expanding it, that would have to be done by Congress, wouldn't it? I don't think it's within the power of the executive, since it would require allocating money. Correct?
