You can start by getting tough with China.

Demand they stop manipulating and devaluing their currency.

If they don't, threaten to increase tariffs on the junk they export here.

Demand they open their markets to what few products we still make.

Demand they stop reverse engineering patented products and selling them as their own at lower prices because they have unlimited slave labor producing them.
