FEMA recently ordered 420 million survival meals? That's like a 7000% increase from the norm. Is there something we don't know?

I haven't a clue about this. I would like to know more. Where do you get figures like this? Where do you find out what the norm is?
Never mind. I clicked on the link. If you read up on the New Madrid earthquake fault zone, you can see that the area has a history, with major earthquake disasters and tremendous loss of homes. Also, it covers a huge area.
