Lawyers are asking a judge in New York City to find Iran culpable in the Sept. 11 terrorist attacks.

The lawyers say there is “clear and convincing” evidence to conclude damages should be paid.

They are citing the word of three defectors from Iran’s intelligence service. They claim that Iranian officials had advanced word of the attacks and that Iran helped train those who carried it out.

The claims were made in federal court papers filed Thursday in Manhattan by lawyers for some of those killed.
