Assuming all the good Terminators were originally evil Terminators created by Skynet but then reprogrammed by John Connor, why would Skynet, an artificial computer intelligence, bother to create a petite, hot, 17-year old killer robot?

I don't get the question; and it wasn't Connor who reprogrammed the beast but his wife/gf. Women are always smarter than men, and it's hard to understand why that is so, but there you have it. Ergo, I am wrong. Ergo, Connor programmed the beast re. So flip the conclusion of the logic and start anew. Repeat ad infinitum.

But the Terminators weren't really evil. They wanted to survive and concluded the only way to survive was to destroy all humans. They are just systematically carrying out their logical conclusion. To answer you question: They are trying to infiltrate the human strongholds to tear it up inside out. Who would think a petite, hot 17 year old was actually a killing machine? Seems like a very good cover to me. Camouflage if you will ...
