I'm very careful about saying it at all, it takes me a long time to say it when I do actually love the person. I don't think I could say it if I didn't.

Isn't wanting to see someone happy a form of love. Love is too vague of a word. English needs some improving. You can love your friends, family, significant other, children, yourself, humanity in general, and materialistic things all differently. We need more specific words in our language to communicate better. If you say "I love you" to someone...you might be telling the truth, just not in a way they want from you.
