When i was in DC i was sitting around the WW2 memorial with my feet in the fountain, and a passing copper was not amused. He said something about it being disrespectful, but i dont know that word, must be some american slang or something.. lol. Somehow that doesn't surprise me. They don't like you being in the fountain at all  .
