what state isnt having a budget crisis?

Well Cali is going through the legislative equivalent of a rectal examination right now- it would appear that the forty or so years of crappy governmenting and industries leaving has left the state incapable of raising any revenue for it's continued operation.

Duh Guvenator tried to get some referendum votes on the ballots that would supposedly fix the problems at hand, but they were all struck down rather handily (you could say they were "terminated"), which means that the situation has yet to be fixed.

The current rumors state that the state Democrats will beg and plead for Obabbbammamamamaammmmamamaaaaaa to bail the state out, much like the way he has for the banking and automotive industries. This can only end well, you know.
