Has anybody ever considered that the person you're looking for may actually not want to be found, either by you or anyone else?

The best way to find anybody is by chasing up their tax details - if they're working, and if not - then by their social security details. problem with this is that this information is likely to be under some data protection act... and any authority will consider it suspicious as to why you need to contact them unless they've just won a hundred million dollars on the state lottery or they've put too much butter on your toast....!? :)

I don't recall why you need to contact them!? perhaps i missed that part...? if somebody doesn't want to be found - it's easy enough to disappear for quite some time.
