This is an odd one, and I'm sure the microsoft compiracy theorist are going to eat it up.

I started experiencing 'constant' wuauclt.exe (Modname: wucltui.dll) send error reports after 'mousing over' the automatic update downloaded icon on the task bar.

The notification icon disappeared immediately after mousing over, and I started to recieve the send error reports, not in a bundle, but seqentially after I would choose to either send or 'don't send' the report to microsoft.

I eventually Stopped and Disabled the Automatic Updates service through services.msc, the send error message issue did cease(Simply 'Stopping' and setting the startup as 'Manual' would cause the service to Start again, and the issue would continue). Restarting the service did not correct the issue.

I reformatted and reinstalled this PC with a genuine version of windows, no less than 3 weeks ago. In that time, I have refrained from downloading even low risk software at this time. Except for IE8.

I am running Windows Professional SP3 (I have all of the latest updates up to the beginning of this week).

I have run hardware diagnostics tests within the last 3 weeks as well to thoroughly test my hardware (50+ passes in most cases). No issues were discovered.

I'm almost positive that this issue could be resolved easily. However, I can't help but wonder why it would occur in the first place. I'm considering this an SP3 issue until I gain a better understanding of why it's occuring.

Sounds like an update broke something. It happens frequently. Next try uninstalling the last update or just a do roll back.
It can be dangerous taking a non updated XP machine onto the internet. That is where all the conflicer virus trouble came from.
