It means that they want a LTR but not with that person.

they want a long term relationship but not just with anyone... shoot lol just because you want LTR doesn't mean "settle for that one crappy person who sucks" ya know? i'm sure they want it with someone who clicks with them totally.

I would venture to guess that she doesn't feel that zing when she's with you... but she likes you... so it's best to be friends, but not lovers. Comfortable, but no chemistry or physical attraction? That's my guess.
