Would you kill someone over a fish?

Let's say there are only a few fish left in the world. Your goal, to protect the fish so that they can reproduce so that A. they don't go extinct and B. so you can feed later generations.

But then you have someone trying to kill the fish because he is hungry RIGHT NOW. You've already told him to stop but he doesn't care. You've already punished him, but he doesn't care. He wants your fish.

Do you kill him? What if 'him' is a whole country?

WOW This is one of this best questions I have seen here. I need to think about this more. My 1st reaction is "no" but this deserves more consideration.

Hunting and fishing by individual sportsmen as well as large-scale commercial fishing are also outpacing other human influences, such as pollution, in effects on the animal kingdom. The changes are dramatic and may put the survival of some species in question.

I feel like we are gonna have to go to war to protect our species. America is sympathetic towards animals, but not China as we've seen in whaling or Africa who is uneducated, poverty and war striken, disease infested, and starving.
