I think if you have to ask "what should I do?" you're already considering the other guy. You need to cut him out of the picture so you can think clearly. Make sure you have absolute proof that your guy is cheating on you before you make any hasty decisions.

So, if I'm understanding you, guy a is cheating and you think it's ok to cheat with guy b because guy a is cheating? Sorry, don't think so. It's never ok to cheat. If guy a IS cheating, then kick him to the curb before you start dating guy b. If he's not, then at the very least you have some pretty big trust issues with guy a and you probably want to resolve that, again, before you start dating someone else.
