I've noticed this too. Sometimes I wonder if they're getting more drama in their lives because they're so completely focused on Avoiding drama? It's the first thing they look for in any conversation or interaction of any kind. They ignore the positive and are constantly on guard against any "attack". Sometimes even the tone of your voice or the expression on your face sets them off.
I heard this phrase on tv and it made me think of a friend who's like this. "Wow, way to snatch an insult out of the jaws of a compliment!"

Why do people who say that they hate drama are the ones who actually create most of the drama around them?

Because they allow it!!! And are so used to having it that they cant deal with the boredom.
