While I agree with most everyone here that it is potty training time. There could be an off chance if he is pulling off the diaper and pulling on his privates right before urinating he could have a slight UTI. I would watch for that. Little girls when they get one will scoot a round and little boys tend to pull on their penis's. Kind of like an ear ache they will pull on it.
