They would have to set up bushes and rocks and fences and things for the stalkers to hide behind while the stalkee walked by. Points would be awarded on how well the stalkers hid themselves, and how much information they gathered during the stalk -- license plate number would be worth a point, filching the address book (undetected) out of the purse would be worth two, I mean you could create an entire scoring system for this thing....

And when the gave out the medals, the winners would have to hide behind the podium....
