I made one of them at work about ten years ago, out of the plastic straps that is around the trays of mail. One of the guys hung it on the desk and wrote: The beatings will continue until morale improves! over it...............he got in trouble for it!!

well mine had rubber bands wrapped around the handle........anybody could have used duct tape......... So, ya see, mine had both rubber and a whip......
