I think if you believe in Divine power, whatever that Divinity may be, that is what keeps most of the world from doing things that are "detrimental" to others or themselves.
But Sin, and Evil, are Christian philosophies. The Golden rule, The law of 3 fold, or Karma could also be thought of as Divine power. |

Well there are 2 Buddhas, the one you speak of is Tahote, not the 'actual" Buddha. But he is most commonly refered to as Buddha. They are similar, but different at the same time. |
