Many networks are Gov owned and operated.
Many are privately owned. Many are very secure and without the proper passwords and use of the proper protocols can't be accessed. You would have to know quite a bit more than the average internet user to access them. These networks are the ones refered to in the bill. The US Gov has very little interest in what goes over HTTP.  If you don't believe me try and tap into a Nuclear power plant or the Pentagon and see how long it takes for the FBI to knock on your door. |
