Most officers will use an alternative method in your case, like closing your eyes tilt your head back (sometimes) arms extended and touch your nose with your index finger. It really depends on the cop, but even I think most of them want to do the right thing.

That works if the person on the other end actually puts where they are and not where they want you to think they are. After all it say "from" and that gives them a lot of leeway. IOW it only works when dealing with honest people. Nevertheless your advice is sound.

I know I'm not helping, but what you need to know is this is going on across the country and I've been affected myself as my rent went up over 35%. I'm still here, but for how much longer is anybodies guess. I can't find anything suitable to transfer to and that's part of the reason I'm on here. Hopefully I'll find someone who'll share the rent on another place. Of course I want to get to know this person first and see if we're even compatible.
